The Federal Bureau of Investigation is actively seeking additional victims of sexual violence allegedly committed by Robert Ray Warner, a man who has been in federal custody since his arrest by the Warm Springs Police Department in November 2025.

According to a federal indictment filed in November 2025, Warner sexually assaulted a woman on the outskirts of the Confederated Tribes of Warm Springs reservation. He was taken into custody that same day and has remained incarcerated since.

The FBI announced Wednesday, June 17, that their ongoing investigation has led officials to believe there may be other victims who have not yet come forward. Investigators are asking anyone with information about additional crimes connected to Warner to contact them directly.

Tribal Jurisdiction and Federal Cooperation

Sexual assault cases on federally recognized tribal lands often fall under federal jurisdiction, which is why the FBI has taken the lead in this investigation alongside the Warm Springs Police Department. This type of inter-agency partnership is critical in rural tribal communities where local law enforcement resources are limited.

The Confederated Tribes of Warm Springs encompasses more than 640,000 acres in Jefferson County and is home to roughly 4,000 enrolled tribal members. Community members with concerns or information are also encouraged to reach out to the Warm Springs Police Department directly.

Warner remains in federal custody pending the outcome of the case.
