The City of Madras has taken a major step toward filling its top administrative post, announcing three finalists for the permanent City Administrator position after an extensive nationwide recruitment process.

Advancing to the final round are:

  • Brenda Fahey — currently Assistant City Manager and Human Resources Director for the City of The Dalles, Oregon
  • Maurice Henderson II — a Partner and Co-Founder of Two Degrees, a management consulting firm
  • Jody Yates — Maintenance Operations Group Director for the City of Portland Bureau of Transportation

The Madras City Council authorized the final stage of the hiring process, which was led by Prothman, the city's executive recruitment consultant. The three candidates were selected from a broader pool of applicants following a comprehensive evaluation process.

Community Input Invited

Residents will have a chance to weigh in before a decision is made. A public City Administrator Finalist Meet and Greet is scheduled for:

Attendees can meet the candidates, hear brief remarks, ask questions, and provide written feedback on comment cards distributed by Prothman. The City Council will consider public input during its deliberations.

Final Interviews

Formal interviews will take place on Thursday, June 11 at Madras City Hall. The interview panels will include City Council members, city staff, and external stakeholders. Per Oregon Public Meetings Law, the council interviews and deliberations will be held in executive session and closed to the public.

Following the selection of a preferred candidate, city representatives will begin contract negotiations. Any proposed employment agreement must be approved at a public council meeting before taking effect.

The city administrator position oversees day-to-day city operations and serves as the chief executive for Madras municipal government, working under the direction of the elected City Council.
