The City of Madras is working to recover more than $1.2 million in public funds after Initiative Brewing permanently closed its Madras location, dealing a significant blow to the city’s economic development efforts and raising questions about the use of public money to attract businesses.
City officials confirmed this week that the brewery’s Madras operation has shut down for good. The closure follows years of investment in the business: the city previously extended approximately $900,000 in loans and $300,000 in grants to help Initiative Brewing relocate and establish operations in Jefferson County.
City Eyes Building Repurchase
With the brewery gone, Madras officials are now focused on two fronts: recovering the outstanding public funds and potentially repurchasing the building the brewery occupied. City staff indicated they hope to reclaim the structure as a community asset, though the financial path forward remains under discussion.
The closure is a hard lesson in the risks of incentive-based economic development — a strategy cities across Oregon have used to lure businesses to rural communities. While such deals can yield long-term tax base and job growth, they carry real exposure when businesses fail to sustain operations.
A Broader Economic Picture
Jefferson County has otherwise shown signs of economic momentum in recent years. The region’s manufacturing and agricultural sectors have drawn attention from regional partners like Economic Development for Central Oregon (EDCO), and new healthcare and community service investments are in the pipeline.
But the Initiative Brewing situation stings. The city had publicly championed the brewery as a downtown anchor — a gathering place that would draw visitors and support a revitalized commercial core. Its closure leaves a prominent gap.
City officials have not yet announced a timeline for recovery proceedings or next steps on the property. Residents with questions are encouraged to contact Madras City Hall or attend upcoming city council meetings, where the matter is expected to be discussed further.
The Madras Bulletin will continue following this story as details on the city’s recovery plan emerge.
