A new public transit route that launched in May is quietly transforming transportation options for residents of the Warm Springs Reservation, connecting communities that were previously cut off from the regional bus network.
Cascades East Transit's Route 21 — operated by the Central Oregon Intergovernmental Council — began service on May 5, linking Madras, the Warm Springs agency area, Kah-Nee-Ta Hot Springs Resort, and Simnasho. The route runs three times daily on weekdays, with trips originating in Madras beginning at 6 a.m.
Filling a Long-Standing Gap
Before Route 21 launched, transit service on the reservation was largely confined to the agency area and connections to Madras via Route 20. Outlying communities like Simnasho — located in the northern, more remote portion of the reservation — had no reliable public transportation.
"Connecting residents to medical needs from Simnasho to The Dalles or Simnasho to Madras" was cited as one of the primary goals of the expansion, according to route promotional materials. The route also addresses connectivity to Kah-Nee-Ta Hot Springs Resort, a major tribal economic asset currently undergoing renovation.
Flex-Route Option Available
In addition to fixed stops, Route 21 offers a flex-route option that allows riders to schedule pickups or drop-offs near designated stops by calling ahead. This feature is particularly valuable for residents with mobility limitations or those living slightly off the main route corridor.
Fares Begin in June
Rides on Route 21 were free during May as a launch promotion. Fares will begin in June. Tribal members who need to apply for or replace their Cascades East Transit Bus cards can do so on June 10 from 9 a.m. to noon at the Warm Springs Family Resource Center. Tribal IDs are required.
Route 21 operates in coordination with Route 20, which connects Warm Springs and Madras, allowing riders to transfer between routes for broader regional connectivity.
