One of the oldest structures on the Warm Springs Reservation is about to become one of its most vibrant.

The Warm Springs Community Action Team (WSCAT) has announced that the soft opening for the new Food Cart Pod at the historic Commissary Building site is set for July 2nd — a milestone in a long-anticipated project that local leaders say will create real economic opportunity for tribal members right along the Highway 26 corridor.

From BIA Warehouse to Business Hub

Built in 1896 by the federal government, the 5,000-square-foot Commissary Building originally served as a Bureau of Indian Affairs storage depot and distribution point for commodity rations. For generations, it stood as a physical reminder of forced dependency.

That history isn't being erased — it's being reclaimed.

"The project pays respect and homage to the history of the tribes, the building, and the property," said Starla Green, the Commissary Project Manager. The goal, she explained, is to flip that history on its head: turning a symbol of dependence into a modern, independent economic engine for tribal members.

To maximize visibility and foot traffic, the historic building was physically lifted and moved 200 yards closer to Highway 26 — giving it frontage on one of the most-traveled corridors in Central Oregon.

What's Coming

The Food Cart Pod is the first phase of what will become a full small business incubator. Food Cart Manager Thomas Media said the pavilion is designed to give tribal entrepreneurs a physical home to launch their businesses while creating a community gathering spot.

Once the full Commissary Building renovation is complete, the site will offer:

  • Shared co-working spaces and desks
  • Retail storefronts for local artists and makers
  • A beauty salon and barbershop
  • A commercial kitchen for food-based entrepreneurs

"We have a lot of tribal members who have training and actually operate out of their home or a mobile unit," Green said. "We are building that spot for them to start their business in a physical brick-and-mortar situation. We want to share and let the world know that we're here as an Indian people."
