Residents of Jefferson County may start spotting all-terrain vehicles sharing the road with cars and trucks on select county routes, after commissioners finalized a list of 42 approved roads this week — the last step in a new ATV ordinance that has been in the works since spring.
Commissioners Mike Wunsch, Kelly Simmelink, and Seth Taylor originally adopted the ordinance in April, permitting so-called Class IV ATVs to operate on designated county roads. Class IV vehicles are defined as off-highway machines with non-straddle seating, off-road tires, a maximum width of 75 inches, and standard safety equipment including brake lights and turn signals.
After the ordinance passed, Jefferson County sought public input on which roads to include. County Public Works Director Matt Powlison led the review process, weighing community suggestions before presenting the final list of 42 roads to the board for approval in September.
County Roads Only
Commissioner Wunsch emphasized the county's intention to keep ATV access limited to roads it owns and maintains.
"The big focus that I directed Matt to work on when we first started looking at potential roads is I want to make sure that we are only using county roads — county roads that are maintained by us throughout the year, so that we're not putting a burden on other roads or any other jurisdiction."
The ordinance does not extend to state highways or city streets within Madras, Culver, or Metolius. All standard road rules apply: drivers must hold a valid license, wear seat belts, use turn signals, and comply with traffic laws.
Community Concerns Remain
Despite the commission's approval, some residents raised safety concerns during the September meeting, particularly about mixing ATVs with faster-moving motor vehicle traffic on rural roads.
Supporters of the ordinance say it creates new opportunities for ranchers and rural landowners who need to move equipment between properties without trailering, and could boost outdoor tourism in the region.
